Learnerships

A learnership is a work-based learning program that results in a National Qualifications Framework (NQF)-registered qualification. Learnerships are closely linked to specific occupations or fields of work and are governed by Sector Education and Training Authorities (SETAs). They were introduced by the government to equip learners with essential skills and prepare them for the workforce.

• Employment Contract: Learners are provided with a fixed-term employment contract for the duration of the program.

• Allowance: Learners receive a stipend for the duration of the learnership.

• B-BBEE Compliance: Learnerships help improve your company’s Broad-Based Black Economic Empowerment (B-BBEE) score.

• Upskilled Workforce: Employers can transfer learned skills directly to their operations.
• Skills Levy Benefits: Employers can claim returns on their Skills Levy contributions.
• Grants: SETAs offer financial grants (R4,000 to R40,000 per learner) for learnership programs focused on scarce skills.
• Tax Incentives: Companies can receive tax deductions for participating in learnership programs, offering significant savings.

Tax Incentives for Learnerships

The South African Revenue Service (SARS) offers tax incentives for companies hosting learnerships. The tax deductions are available at the start and completion of the learnership program:

If the learnership lasts more than 24 months, the completion allowance is multiplied based on the number of 12-month periods.

How to Ensure a Successful Learnership

Learner Requirements:

• Work for the employer as part of the learning process.
• Actively participate in all learning and work-related activities.
• Adhere to workplace policies and procedures.
• Complete timesheets and assessment tools.
• Attend all scheduled training sessions and demonstrate commitment to learning.

Employer/Company Requirements:

• Ensure the organization is legally compliant with SA Revenue Services (SARS).
• Pay learners a stipend.
• Provide education and learning, on-the-job training in terms of the learnership.
• Provide mentorship to learners.
• Provide learner support as required by the learnership.
• Induction: Ensure learners are ready to embark on the learnership, understanding their roles and responsibilities.
• Product Knowledge and System Training: Ensure proper system and product knowledge before on-the-floor training begins.
• Sensitize management and mentors: Ensure open-door communication with learners.
• Attendance: Ensure learners attend classes regularly to avoid discouragement.
• Team Meetings: Hold regular team meetings to understand the challenges learners face and find solutions.
